The Brazillian National Land Transportation Agency (ANTT) regulates the automatic tolling systems

The National Land Transportation Agency (ANTT) released on Wednesday, 19, the rules for standardization, implementation and operation of the electronic toll collection system in granted federal highways. The rules were being highly anticipated by the industry, which sees federal regulations a way to make room for new companies that market. One of the points favorable to the entry of new participants is that now the federal highway concessionaires are required to operate with the Payment Media Administrators for Toll Collection (Amaps) authorized by ANTT.

“Once the authorized Amap, will be forwarded communication ANTT to utilities, which should begin negotiations within 10 days after receipt of the notice, to implement the Amap operation under its concession,” says the text of the new rules, resolution published in the Official Gazette (DOU). Among other information, the document details who the system components, such as companies, regulators and certification bodies, and technical specifications of the equipment to be used in the toll fee collection process.

According to the text, called tags, which are vehicle identification equipment, should migrate the technological model of 5.8 GHz and 915 MHz Gen2-standard 915 MHz for the Electronic Toll Collection system. The resolution establishes deadlines for the transition to occur. Will be allowed to trade tags operating in the 5.8 GHz band for 180 days after the entry into force of the resolution, which starts to be worth in 90 days from today. It will also be allowed to stay the frequency of 5.8 GHz readers and Protocols 915 MHz Gen2-in toll booths for up to 36 months from the effective date of the new rules.

The text also says that the adequacy, replacement or implantation and maintenance of the equipment installed on the track, systems, processes and road marking intended for electronic toll collection is the highway concessionaire’s responsibility. Already tags will be the responsibility of the respective Amaps.

Another determination under standard is that “the concessionaire shall carry out installation of track equipment, systems, processes and road marking for the effective 915 MHz standard operation within 120 days after the entry into force of the resolution.
